The Department of Justice will determine whether former House of Representative Speaker, Leyte Rep. Martin Romualdez could qualify as a state witness in the investigation over the flood control projects scandal, Palace said on Tuesday.
"It will depend on his testimony and what he can present and it will also depend on the Department of Justice whether he can be considered a state witness and it will be recommended to the court," Presidential Communications Office Undersecretary and Palace press officer Claire Castro said in a press briefing.
"All of that will depend on what is going to happen. So, we cannot say yet if he can be a state witness or not," she added.
As he appeared before the Independent Commission for Infrastructure (ICI) on Tuesday, Romualdez told reporters that he is ready to share his personal knowledge to help the investigation of the commission.
"I thank the ICI for their invitation today. I am ready to give my personal knowledge about the budget process,” said Romualdez.
“And while I am not a member of the Bicameral Conference Committee, I will share any and all information to help determine the truth and to give all the facts and information. I am here to help, in any way, to speed up the resolution of the fact finding investigation of the ICI,” he added.
In a statement, Romualdez noted that his presence before the commission reflects his commitment to state the truth and not allow politics to prevail.
"My purpose is to clarify the issues and share whatever information I can that may help the Commission in its work. I have always believed in transparency and accountability and that's why I am here today to do my part in ensuring that the truth comes out," he said.
"I am willing to do anything that will help speed up the investigation, because like every Filipino, I want the truth to be established without delay," he added. Robina Asido/DMS
