Over 1,000 violators caught during first day of NCAP

The Metropolitan Manila Development Authority (MMDA) announced that over 1000 violators were caught during the first day of the No-Contact Apprehension Policy (NCAP).

In a radio interview on Tuesday, MMDA Traffic Enforcement Group Director Vic Nunez said that 1,112 violators were caught by their closed-circuit television (CCTV) cameras from 6 am to 12 midnight on Monday.

“We’re very glad to see the intense effect of NCAP,” Nunez said.

The number of violators was lower than May 19, when over 3,900 violations were recorded by the MMDA.

Common NCAP violations included disregard of traffic signs, illegal use of EDSA busway and motorcycle lane, and disregard of loading and unloading areas.

A new application where violators can monitor NCAP violations will also be launched by the MMDA next week, yet they will still be coordinating such action with Department of Information and Technology (DICT) and the National Privacy Commission (NPC).

“The [app] will have security features now. Only the registered owner can follow up, we’ll release the app in a week or two,” Nunez said.

Nunez said the NCAP implementation is 24/7 with three shifts of employees monitoring in the MMDA Command Center.

Traffic enforcers will also continue to implement physical apprehension despite the implementation of NCAP, especially in areas where CCTVs are limited.

“Our CCTVs are only hundreds, not all areas are covered and there are blind stops so enforcers are still needed but NCAP will lessen human intervention,” Nunez explained.

NCAP implementation resumed after the Supreme Court (SC) partially lifted the temporary restraining order (TRO) against the policy, allowing the policy to be implemented in areas under the jurisdiction of the MMDA.
