Former public works official claim two senators got kickbacks from flood control projects; both lawmakers deny

A former public works official alleged that Senators Jinggoy Estrada and Joel Villanueva received ''commitments'' of around 30 percent of the project cost for some floodgates and pumping stations in Bulacan, which both men denied.

Brice Hernandez told a House committee that in 2025 Estrada ''ay nagbaba ng P350 million ngayong 2025 sa ilang projects sa Bulacan.

He claimed that in 2023 Villanueva ''naglabas ng P600 million at ang SOP (standard operating procedure) ay 30 percent.''

Hernandez alleged that his superior talks to politicians and adding his ex-boss gets three percent of project costs.

Estrada said he is threatening to sue Villanueva and stressed he did not join in this reported scheme.

''I will file a case against him. I will talk to my lawyers,'' Estrada said in a press conference. Estrada dared Hernandez to take a lie detector test.

Villanueva said he had nothing with that flood control project.

He said he has a receipt and this can show what really happened.

''I will never betray my principle. I will never ever destroy the name that was given to me by my parents,'' said Villanueva. DMS
