Comelec proclaims partylist winners, postpones Duterte Youth and Bagong Henerasyon

The Commission on Elections (Comelec) formally proclaimed 52 out of the 54 winning partylists of the 2025 mid-term elections at the Tent City in Manila Hotel on Monday, postponing the proclamations of second placer Duterte Youth and Bagong Henerasyon.

The proclamation was attended by 52 partylist groups except for two whose proclamations were suspended by National Board of Canvassers (NBOC) due to their pending cases in the poll body due to ''serious allegations'', Comelec Chairman George Garcia said.

Duterte Youth won three sets and Bagong Henerasyon, one.

"Considering the serious allegations raised in the above petition which involve grave violation of election laws, the national board of canvassers (NBOC) resolves to suspend the proclamation of Duterte Youth party-list and Bagong Henerasyon (BH) partylist until the speedy and judicious resolution of the petition filed before the clerk of the commission", said Garcia during the proclamation ceremony.

Akbayan topped the list with 2,779,621. Duterte Youth, whose proclamation was postponed, was second with 2,338,564. Third place was Tingog which had 1,822,708. Akbayan and Tingog will get three seats while Duterte Youth's fate is to be decided.

4Ps (1,469,571), ACT-CIS (1,239,930), Ako Bicol (1,073,119) placed from fourth to sixth place had two seats each. The rest had one seat each.

In a press briefing, Garcia said that the suspension of the proclamation of the two party-lists will not nullify their win and the poll body aims to resolve the cases filed before June 30.

"They won (and) they are included. One has three seats while the other has one seat", Garcia said.

"We only suspended (the proclamation) as a respect to the process because even if the national board proclaims the party-lists (who got their proclamation suspended), we can still decide on the cases (filed) before June 30", Garcia added.

The NBOC, led by Garcia, used the formula under the Banat vs.Comelec Supreme Court ruling in 2009 for the distribution of the 63 party-list seats.

Garcia said they are urging Congress to work on amending the law hounding the partylist system.

The partylist system was set up to enable Filipino citizens belonging to marginalized and underrepresented sectors, organizations, and parties, to gain seats in the House of Representatives so laws that could help them could be forged,

But in recent elections, the partylist system has seen the entry of political clans and wealthy ones as nominees.
