President Rodrigo Duterte on Saturday again ranted against the United States, saying the US should not insult the Philippines with threats of withdrawing financial assistance.

Duterte lashed at the US during his speech at the launching of the Comprehensive Reform and Development Agenda for Autonomous Region in Muslims Mindanao and other conflict-affected areas in Cotabato City.

"You talk to us as if we were still under a colony..If you give aid there are conditions," Duterte said. "You treat us like dogs where there is a leash around us."

Duterte does not have good words for the US which he said has been critical of his campaign against illegal drugs where thousands have been killed in police operations and by vigilantes.

The president said he is not worried even if the US withdraws financial assistance.

"You think so lowly of us...Don't insult us because we will survive," said Duterte of the US.

Meanwhile, Duterte vowed to pour more revenue to the Mindanao as he wants hunger in the region which has affected thousands of children stopped.

He vowed he will improve the situation in the ARMM and other areas affected by armed conflict.

In his speech, Duterte vowed that he will improve the situation of the poverty-stricken ARMM and other areas affected by armed conflict in the southern region.

He also said Filipinos will be treated equally under his administration regardless of religion. He also promised that hospitals will soon rise in Sulu and Basilan.

"Just give me time, I will improve the Moro land," said Duterte.

A power outage temporarily cut his speech and footage aired over ANC show members of the Presidential Security Group surrounding Duterte. Power was restored in about a minute. Emmanuel Tupas/DMS
